Biographical sketch

Webb came from a state-police background and joined ARDA’s security detail in 1965. He restructured the security rotation around 12-hour site-locked shifts and authored the first formalized perimeter protocol. The protocol was revised three times during his tenure and remained in force through the 1987 seal.

He is fictional; the protocol authorship, tenure dates, and security-rotation reform are reconstructed for archive continuity.
