Level-V is referenced by exactly zero current ARDA personnel. It exists because the agency's original authorization included a "deep seal" provision for material that exceeded even Level-IV classification — material that, per the 1962 charter amendment, was to be sealed **regardless** of subsequent dissolution status.

What follows is reconstructed from a partial recovery of the 1987 seal inventory. Fragments are partial, dates approximate, and the order of presentation is editorial — not chronological.

Fragment · 1947 charter (partial)

On record: ARDA's original charter (1947) included a "deep seal" provision that pre-dated the agency's nuclear-era cooperation. The provision was invoked twice before 1987 — neither invocation has a complete surviving record.

Restricted: second invocation is dated 1963 and is associated with the transition from Program Theta to Program Lambda. The invocation record is partial.

Fragment · 1963 transition

The 1963 transition from Theta (LIM-band communications) to Lambda (medical/sanitation) coincided with the second deep-seal invocation. The transition is reconstructed from Lambda's founding documents and from the partial Theta closure memo.

Note: the surviving Theta closure memo is the only Level-V fragment that exists in three independent agency caches. All three copies are partial; all three agree on the transition date.

Fragment · Well (Level-V variant)

The Well, in the Deep Zone, has a Level-IV reference and a Level-V reference. They differ.

Level-IV reference: "coupling geometry matches Allen Turner apparatus residual."

Level-V reference: coupling geometry predates the Allen Turner apparatus by approximately 11 years and matches a 1949 site-survey notation. The Level-IV reference is an institutional edit, not a primary record.

Fragment · 1987 seal (inventory)

The 1987 seal inventory lists the contents of every sealed container. The inventory itself is sealed; the reconstruction below is partial.

Status note: "sealed · fragmentary" means at least one cache contains a partial copy and at least one cache has no copy. "sealed · agency-external" means the contents were created after the dissolution and were sealed retroactively under the deep-seal provision's wording.

Fragment · Clearance ladder

ARDA's clearance ladder, as it stood at dissolution:

• Level 1: public-facing staff, family liaison, and clerical.
• Level 2: division staff, program deputies, public-records officers.
• Level 3: division chiefs, program chiefs, senior field operatives.
• Level 4: senior division chiefs, institutional historians, the agency's chief of staff.
• Level 5: the agency's original principal investigator and the dissolution resolution's named signatory only. No Level-5 clearance was active at dissolution.

Fragment · Reconciliation with Level-IV

Level-IV and Level-V were designed to be consistent. They are not always consistent in the surviving record. The discrepancies are:

• Well coupling geometry: Level-IV attributes the geometry to the Allen Turner apparatus; Level-V attributes it to a 1949 pre-apparatus site-survey. The two are not contradictory in physics; they are contradictory in attribution.
• 1974 apparatus residual: Level-IV references this; Level-V seals it (V-008). The institutional reading is that the residual is real and Level-IV is the operational reference.
• Post-1998 catalog (V-010): Level-IV treats post-1998 material as "external anomaly culture, not ARDA-era doctrine"; Level-V seals it under the deep-seal provision. The institutional reading is that Level-V's seal is administrative, not doctrinal.

What this page is — and isn't

This page is reconstructed from the 1987 seal inventory and from three independent agency caches that were partially recovered post-dissolution. It is not a primary record. The primary records remain sealed. Reconstruction is necessarily editorial; the order of presentation reflects an effort to make the fragments readable, not to claim they were originally presented in this order.

Level-V references appear in Level-IV briefings when the Level-IV briefing's editor chose to include them. Most Level-IV briefings do not include Level-V references. This page collects the Level-V references that the Level-IV briefings include, plus a small number of Level-V references recovered independently.

Recovered access route

Access to this page is via a six-character code surfaced in a degraded memo on the [/contact/](/contact/) page. The code is recovered, not fabricated; the agency caches that contain the memo are post-dissolution, but the memo's content is consistent with the 1987 seal inventory.

Once accessed, the page persists in your browser via localStorage at the arda-clearance key. There is no institutional server-side state. There is no way to verify that a Level-V clearance is "real" — the page is a presentation of recovered material, not a live classified system.
